Come on the first pic shows the bike parking lots are full thats' y he park on the pavement.. The third pic shows the bike park on pavement and beside it are empty bike slots. The reason may be when he came, say during the night the lots are full thats y he is forced to park at the pavement? No one in the correct mind will park beside a empty bike slot some more on pavement.. To park without coupon in bike slot may be slap with a fine of $8 but outside parking lot is $25 or even $70. Same goes to the second pic and the biker park at a place which least obstract the walking pavement.
